OPEN CALL: A CITY TO COME

Within the framework of the updating of the Urban Development Program of the Population Center of Playas de Rosarito, B.C. 2020-2035 an open call is made to receive proposals for The City to Come.

Purpose

Promote creative practices towards new ways of thinking in the city, generate new alternatives for the planning and design of the next Playas de Rosarito, as “pilot” to establish new ways to make a city.

Participants

Anyone older than 15 years old and if younger, with a consent letter from either parent or guardian, can participate either individually or as a group, with a maximum of three unpublished, original works per person or group, provided the following is met.

Categories and format

Proposals will be received in two participation categories: General and Specialized.

Of the General Category:

Submit a proposal, either: essay, writing, photography, drawing, collage, design, poem, video, among others. that contains your ideas of the city that could change the paradigm of the present development of Playas de Rosarito.

All proposals that are not in the format of essay, writing, or poem must be accompanied by a text with a brief description of the intention of the proposal and must meet the following:

  • Essay or writing: must be in PDF format, with an extension of 300 to 1000 words.

  • Photography: JPG or jpeg format, minimum 5MB and maximum 20MB.

  • Video: AVI, MP4, WMV or MOV format, with a minimum duration of 10 minutes, free edition format.

  • Poetry: PDF format, with a maximum of 60 verses or 300 words.

  • Drawing, collage, painting, etc. Digitalized in JPG or PDF format, maximum 20MB.

  • In physical format, minimum size of 8.5x11 inches or 21x28 centimeters (letter size sheet), maximum 20x24 inches or 50x60 centimeters.

Of the Specialized Category:

All proposals can be submitted either: essay, design or urban proposal boards plans or videos. Where they must show your ideas of a city that could change the paradigm of the present development of Playas de Rosarito.

All proposals must contain bibliographic references and must meet the following:

  • Essay or writing: PDF format, 1000 to 5000 words.

  • Sheets or drawings: PDF format, 60x90 centimeters, containing as minimum the definition of the concept, developed analysis, precise description of the proposal and proposed strategies.

  • Video: AVI, MP4, WMV or MOV format, 10 to 30 minutes of duration, free edition format.

Proposals reception

For both categories, Proposals should be submitted from September 3rd to October 31st, 2020 via email to implan.rosaritobc@gmail.com Proposals should include; name, age of the participant, city and category in which he/she intends to participate. Once the file is received a confirmation email will be sent. For the case of physical format works, the proposals will be received at the IMPLAN Rosarito offices, in suite #315 of the Playas de Rosarito City Hall, located at Calle José Haroz Aguilar #2000 Fracc. Villa Turística 22710, Playas de Rosarito, B.C., Monday to Friday from 8:00 to 15:00 hrs.

Disqualifications

IMPLAN will assess the admissions and in its case exclusion of works for the following causes: out of date delivery or lack of compliance with the rules. Any attempt of communication or pressure to members of the Jury will lead to disqualification.

Title of proposals and copyrights

Participants will keep the intellectual property of the works submitted and will grant to IMPLAN rights for the display, reproduction and publication of the same. IMPLAN will be obligated to disclose the name of the authors in each activity in which the proposal is incorporated. Likewise, the works received may form a partial or total part of the strategies and projects incorporated to the Urban Development Program of the Population Center of Playas de Rosarito, B.C. PDUCP-PR 2020-2035, as well as further projects, plans and programs developed by IMPLAN.

Jury

Finalists will be selected by a Jury, formed by outstanding members of the Rosarito and region community, recognized specialists in urban development matter, as well as members representing the academic sector.

Works exhibition

Once the Jury concludes the evaluation, selected works will be displayed in website https://www.humanizandorosarito.org/, as well as an academic publication for spreading and as part of the Living Border series. Selected proposals and works may likewise form part of the policies, strategies, and projects of the Urban Development Program of the Population Center of Playas de Rosarito PDUCP-PR 2020-2035. Later on, in accordance with the progress of the contingency due to COVID-19, the works may be displayed in different places.

Open Call: Towards a City To Come

This is an open call to present proposals for the City to come. Beyond logics of how we should live now, or how we should live under the logics of wellbeing, common sense, best practices and “good design”. Critical conditions are upon us, events which seldom are seen in the history of humans. Catastrophes such as climate change, biological pandemics, scarce resources, mass extinction, data extraction and farming from individuals, “smart cities” …

We have constructed this reality and what we have constructed has failed. We may say not all are failures, but if it is so, why do we find ourselves here? Even our “success” is problematic, we have constructed a continuum of calamity.

How do we move ahead? What radical re-visions are needed that re-vise and re-direct how we do and what we call cities, work, and home? Or do these terms even exist in your possible worlds?

This is a call for possibilities, far from the idea of fixing a problem (which we have constructed) – it is a call for inputs in a recursive system, inputs that divert from the human centered condition and start exploring realities of other users that share this planet with us…

What injustices do humans impose upon our planet? What injustices do we construct towards each other?

If you could imagine a day/moment in another history what would it be? If you could imagine something beyond the human, how could it relate or co-habit with humans?
